Ripoff documentation fee Lake Forest California

I filled out a credit application for a home theatre system which was approved. They than e mailed me the loan contract and a request for a security deposit which was never mentioned before, i changed my mind never signed or agreed to any terms on the contract, I had sent them a documentation fee which was requested via pay pal in the amount of 39.99 and they refuse to refund it, they refused to answer my e mails for a week concerning this matter. When they finally did answer they stated refunds are not in their policy, only if i purchased the system which they would of applied it towards. I dont believe any company should conduct it self in this manner. I have been ripped off!!!
