Uncle Als List Paid through PayPal - No work performed

I put an ad on Craigslist for a programmer to develop some software for me. AL Gabriele of UncleAlsList.com responded to the ad and I contracted with him to develop the software. Like a dummy, I paid in advance through PayPal. He insisted that if anything went wrong, I could just get a refund through PayPal.

He also bragged about being an ex Google employee and having thousands of satisfied customers.

Well I am not one of them! He called me several times to ensure me that the software was on its way. But suddenly the calls stopped and he has not answered any of my calls or emails. And he didn't deliver one line of code. Nothing, nada, zip.

PayPal refuses to refund my money because they claim the payment was for something intangible! I could maybe understand that if the service was some sort of advice, etc. But the payment was for tangible software which I didn't receive. I could even understand if the software didn't work as planned, but I didn't get anything for my money.

I hope that anyone reading this will not have the same experience.
