James Williams, Fake Software claims to be a programme

I purchase software from Mr. Williams on his website. The software does not function as described on his website. I had him install the software on my server, because claims to be a programmer. After it was completed tested and the software did not work. I contacted paypal about the matter. I found that paypal will not refund money for non-tangible item. All someone has to do is send you the item in a download and thats it your money is gone. Paypal will release the money to the scammer.in this case I lost $100 for software and $30.00 for installation charge to my server.
