What kind of company allows the transaction, only to send the customer an email three weeks afterwards, to say the product is unavailable

I purchased 2 different keyrings in the site in January. AROUND THREE months later a contact arrived, stating these were sold-out for both goods and recommended in my experience some "option products"... I email back again to request the reimbursement alternatively - they needed me to start a Paypal account. Paypal had the minimum add up to withdraw - £0.07 lacking the reimbursement from www.bestofferbuy.com

What type of organization enables the deal, simply to deliver the client a contact three months afterwards, to express the merchandise is unavailable? Totally horrible.
