Ebay purchase and payment via Paypal Web Based

About a year ago, I purchased a product on ebay 9my last purchase on ebay) and used Paypal for payment. The Seller (original14U@yahoo.com) probably abused in his childhood by his step-mother) advised me in an email " Sorry Pal, I am not sending you the merchandise".

In response to my compalint to the Justice Department of Paypal, I was notified that they ruled in my favor; however, there are no funds in the Seller's account to give me the refund. And please note, "as stated in the PayPal User Agreement, recovery of funds associated with a Buyer Complaint cannot be guaranteed." And the best line in the email from Paypal at the bottom stated that" We hope you understand our policy and that it assures you that you are safe using PayPal."

In short, buyers be aware of "the fine print"
