Phone & Internet RipOff

I receive my phone bill today June 16. It had a charge from a company called ESBLE for 14.95. I called them they said I had fill out for the internet which I knew better, but I just told her I did not and refuse to pay it. They closed the account and told me I would get a credit on my phone bill in a couple of months. What I want to know is how people can do this? I do not believe I will receive the refund but I will wait and see before I call back.
