Claim Won but No Refund for Unreceived iPhone Purchase

I paid for an iPhone from a user for 310 and never received it, so I filed a claim and it did absolutely nothing. PayPal says I won, but that they will not refund me. Shouldn't I have buyer protection? Guess not. Good work, PayPal, you make me want to vomit.
