No Money and NO MERCHANDISE - ELLEN ROUSE ripped me off

Hi there, My name is Jason, I have been dealing with this person for MONTHS trying to get my money back on a transaction that took place on EBay. This person has since stopped responding to my emails and I have had I think a little too much patience.

I currently do not have the merchandise OR my money back, I sent the package back to the seller to get my money back and never heard a thing.

Seller sent the items (a laptop motherboard) that was thrown in "piggly wiggly" plastic shopping bag that was just carlessly packed in a thin box.
The items were JUNK and packed incorrectly with no anti-static bags or any other antistatic measures taken at all, the items were just bouncing around inside the box.

Sent the package back informing the seller of the incorrect packaging and that the items were no good. She then attempted to file a USPS claim.

I never heard a peep back and She will NOT anwser my emails or questions I send via Ebay.

The only information I have is a Name, physical address and email,

I'm getting very irritated that small crimes like this happen on a daily basis and there is no one to help!
