Qwest bait and switch

I signed up for Qwest Broadband 6 months ago. I was told I would get a free modem if I upped to the faster service. First month I got a bill for 59.99 for a modem. I call in. They tell me not to worry and that I would get a credit for 59.99 in 4 months. Fast forward 6 months. I have been on hold with qwest for 1.5 hours today. Been dropped twice and had to call back. They are telling me they have never offered a free modem. Liars. I am so pissed. If they don't offer me a 59.99 credit I am NEVER going to use them again.
