Refund of Returned Computer Delayed to 2 months, and Still no refund Austin, Texas

I purchased dell Vostro 1000 notebook received on Oct. 31. Following day, I decided to return it and contacted Dell customer service. Dell customer service set up RMA # and UPS return pick up. UPS picked up the computer on Nov 2 and was delivered to Dell on Nov 8.
Since then, it has been 2 months, but no signs of refund. I have called/emailed Dell customer service more than dozen times, but everythime it says that it is in processing and allow 4-6 weeks for refund. Beyond that, it can not say any further, or help to resolve the issue.
I am sure that returned computer has been sold in Dell Outlet, and so dell is sitting on my money as well as from another customer for same computer. I find it very illegal for Dell to collect payments from two people for same product.
I don't know whom to contact. It is very simple case of return-refund, but Dell is giving me so much run arounds, I am simply frustrated.
I am not sure if Dell is having cash flow problems, or financial difficulties at end of year financial statement that it is delaying refunds.
