About $1000 in eBay sales frozen despite repeated verification

I sold about $1000.00 on eBay, and the money went into a PayPal account. They put a freeze on it until I verified some things. I verified my bank account, my credit card, my driver's license, my utility bills, and every package I shipped.
I might add that I had to pay all the shipping charges out of pocket, even though the shipping cost was included when they sent my payment. But I could not touch that money, so in order to ship what I had supposedly been paid for, I had to pay for it.
Anyway, after sending them all my information, it is now 3 weeks later and I get another email today stating I still have not sent them enough information. What do I need to do now, send blood? I do not understand all this. My bank account, my credit card, and shipping proof should have been enough?
