Took my money from ebay sales on wont let me withdraw any not even shipping cost

I sold about $1000.00 on ebay my money went into a paypal account. They put a freeze on it till i verified some thing. I verified my bank account, my credit card, my drivers liscence, my utility bills, and verified every package i shipped. Might i add that i had to pay all the shipping charges out of pocket even though when they sent my payment shipping cost was included. But i couldnt touch that money so in order to send them what i supposable got paid for i had to pay for it. Any way after sending them all my information here it is 3 weeks later and i get an another email today stating i still havent sent them enough information. What do i need to do know send blood? I dont understand all this my bank account, my credit card, and shipping proof should have been enough?
