Account Closed and Funds Held for 180 Days Without Explanation

PayPal has ripped off two of my friends in the same way, so I know that it is a regular practice.
They wait until you have banked with them for quite a while, and then, at the first chance they get, they close your account and will not release your money for 180 days (six months). At that time you must request your money.
I am sure this is legal because it is in their small print, but the rip-off part is that they will not allow you any explanation or rebuttal of the reason they closed your account, and of course they are gaining interest on your money during those 6 months. Since this happened to 2 of my friends, it appears that this is a regular practice, since neither of my friends was doing anything illegal.
