Account Limited and Money Refunded After Turbocharger Sale

I sold a turbocharger through eBay and received payment via PayPal. The buyer said the item never arrived, so PayPal restricted my account and refunded him, even though he still has the item.

Now I have lost both the merchandise and the money, while the buyer has both. PayPal pulled the funds from me right away, but it will not get them back. It is odd that they can take money out electronically in one direction but not return it. I had given tracking information proving the buyer received the package. PayPal sent a letter asking him to send back either the money or the item, but it will not restrict his account or make him comply, and it will not give me my cash. Since then they have stopped responding to my emails.
