Refund given to buyer without requiring return of baby monitor

PayPal honored a buyer's dispute on our account and gave the buyer their money back, and it didn't request that they return our merchandise. We sold a baby monitor that worked just fine when we had it, and the customer claimed that it didn't work properly and wanted a refund. Not only did PayPal believe the customer, but it also didn't require them to return the item before giving them a refund. They suggested that we contact the customer to return the item.
They are completely unfair and unethical. We don't have an item, but the customer has both. This is completely ignorant, biased and unacceptable behavior for a company such as PayPal.
How can we win against this kind of foolishness?
Just concerned.
