Refund for Unsatisfactory CD Purchase Never Arrived on Card

I paid fine art.com 20.00 for a CD through PayPal and credited it to my debit card. The service was not satisfactory, and fine art sent the money back to PayPal, who stated they refunded the money. They did not.
When I emailed them for a status update, I received an email requesting that I update my account with them. They wanted my bank account number. I do not know why, seeing as they had my debit card number.
The refund was supposed to have taken place on 10 Sept. It has not happened. I filed a previous report linking them to AP9 unauthorized withdrawals on my account, and my credit union is investigating. Someone needs to get PayPal's attention, quickly!
