Stole money from my credit card

I responded to a "pop-up" advertising a trial sample of a skin care line that would be shipped at shipping cost only ($4.95). About a month later I was billed $69.95. I phoned the company and after many attempts got through. The immediate response was this: "Are you calling about the $69.95 charge on your credit card?" How did the person at the other end of the line know this, except that the company is scamming people! I was told to call another number, which I did, to complain about the charge. This time I was told that a credit would be applied for $69.95 and my "subscription" which I did not apply for, cancelled. That was two weeks ago. No credit has yet been applied, although I was given a confirmation number. I've tried calling this number repeatedly in the past few days, but I can never get through. The one time I did get through I was put on hold for ten minutes, and then the phone line went dead. I don't understand how this company can legally stay in business, when they operate in this way. My Visa company has told me they will dispute the charge after 30 days, but I would like it resolved before then.
