Starbucks Closed - All

12-17-11 Morning Target closed its Starbucks food/coffee shop for several hours because one employee had not had a break in 4 hours.
1. Why does Target choose to staff employees such that it must close down an eating area because of one employee??? Why not staff Starbucks with 2 employees and if they choose not to show up, then pull in other associates from elsewhere in the store. Additionally, Target associates are not unionized so breaks are not mandatory.

2. Why does Target choose not to train its managers to take over coffee-making/food selling if an "associate" can't perform the job (as was evident this morning when the associate alleged that she needed a break after 4 hrs.
I request a specific response to each of these questions.
