Kenmore range preheat slow - Sears Range 790.96352401

Range model 790.96342501 takes over 20 minutes to come to 400 degrees, which is way to long. If you remove the shield over the oven element, it only takes around 7 minutes.
Also, the contol panel is discoloring from the exhaust of oven, in only after 16 months.
I have only Sears appliance in house over the past 31 years. But quality is down from the first appliances which lasted the first 29 years, and are still in services in backup kitchen
