Old Food / Bad Service

This is the 4th time I have received cold food, and the wrong order. The resturant was dirty, and the floor was so sticky you could barely walk. At what point does the district manager step in and say clean it up; get your act together. The Manager stated that someone would call me back. Of course, no one has. I have wasted time and money.
