Target Sucks. They ripped me off

I purchased a shop vac at target. When I opened it I became aware it was not new. It was dirty and parts were missing from the box. I took it back to the store, along with my receipt, and was incredulous at their response. They refused to give me a refund. They were extremely rude to me and treated me like a criminal. As far as I'm concerned they're the criminals. You don't sell a used item as new. And you don't disregard your own return policy. They offered store credit but I had no need for anything there so refused. I was in full compliance of the posted return policy. I asked to speak with the corporate office and was put on hold for 20 minutes and then told they would not refund my money. They stole my money. I have been ripped off.
