Charged for international roaming charges when in US

I received a call from At&t stating that I had incurred $2000.00 worth of roaming charges. I asked how? They said it was on a cruise ship in Mexico. I stated that was incorrect, as no one on our plan had traveled to Mexico or went on a cruise. They stated the charges would be under investigation.
After three investigations, they still maintain I am responsible for the charges.

Upon close scrutiny of my bill I realize the number that was charged for international calls (cruise roaming charges for 7 days) was also making and receiving text messages domestically (no charge) at the same time or within minutes of each other. No one can give me an answer as to how or why this could have happened, but AT&T maintains I am responsible for the charges.

1. I nor anyone on our plan traveled to Mexico.
2.international roaming charges were incurred the same time domestic calls were being made FROM THE SAME NUMBER. My bill proves this fact. Again, no one understands how this happened, only I owe the money.
3. It is logistically impossible to make a call from a cruise ship in Mexico and call domestically at the same time from the same number.
4. At&t suspended my service over this, causing me and my husband almost career ruin. We have paid what we owe for monthly service, minus the roaming charges. They still shut off our phones, even though they could not explain what happened.
5. I want to sue AT&T over this matter. If they can't explain how this happened, we DID NOT TRAVEL TO MEXICO, why should we pay the charges?
If anyone has a similar problem or an explanation as to what may have happened (it seems like 2 phones had the same number at the same time), I would greatly appreciate your input.
