Failed to ship item, failed to issue refund, closed up shop. Does not return calls or email, phone number goes to full voicemail boxes

I purchased a cell phone from this company off of ebay in December. Nearly a month later I have recieved nothing. The company refuses to respond to any emails, they do not answer the phone number they give out, the voicemail box the number leads to is always full (press option 1 during the long voicemail message). They have not refunded my money or responded to multiple attempts to reach them. This company is a fraud. I reported them to my credit card company. Should have known something was fishy when I saw they didn't accept paypal.
