Capital One "theft by deception refunded after a permanent disability decision of a partial payment in June of $356.00 after they harrased me daily to pay my balance in full

Capital One Payment Protection stated to me that Capital One tells payment protection what to pay on monthly payments and on permanent disability payments. I was out of work due to a permanent disability and also unemployed at one time and Capital One told payment protection to pay only partial payments in order for me to accrue overlimit fees and late fees because full payment was not being made at anytime since I have had this suppose to be protection plan that destroyed my credit as I was unaware that full payment was to be made according to Capital One.

I then became permanently disabled in November I was harrased daily by Capital One and at this point my balance due to overlimit fees and late fees $1190.02 that was paid in full in January I contacted payment protection with my permanent disability statement I was told since my credit limit was only $400.00 I was only being reimbursed $356.00 and all late and overlimit fees would not be applicable.

My question is how can they legally reimburse. $356.00 after I just paid the total amount who was going to pay the remaing $834.02 if I had not paid this in full prior to payment protection reimbursing me $356.00 would I be responsible for the $834.00 I was not reimbursed or did someone at Capital One pocket this money like they did at Enron they have been proffesionals at this for so long now, how can this be legal in any way they just had a class action suit against this company over late fees and overlimit fees and I did not recieve a dime nor was I ever notified.
