Payment protection paid late and minimum causing over-limit fees

My husband was disabled in Jan because of a stroke. Unable to work unable to make card payments. Followed payment protection and capital ones instructions on how to get the payment protection kicked in to a tea. Payment protection Payed only the minimum amount and payed late so Capital One charged late fees on top of membership payment plus interest which came to more than the protection plan paid so now he is being charged over limit fee's.

Have made numerous calls to get it straighten out with no avail. They say payments are being made on time and Capital One says not. We are now way over limit not because of us using the card since DEC before his stroke. We are being ripped off and I feel helpless as I do not know what to do to get this ripoff stopped.

With all the complaints on Capital isn't there someone FBI or someone else that can stop these guys from ripping off consumers? I am at a loss as what to do to get these charged stopped? My husband will be on disability soon I hope but we are barely making ends meet now and are behind on everything. I would like some suggestions as what I can do
