Kenmore dishwasher does not clean - Kenmore dishwasher (doesn't wash)

Our Kenmore dishwasher does not clean the dishes. This has been going on for 4 years and we have a warrenty to 2016. The dishwasher is placed 1.5 feet from the floor so that we do not have to stoop to put dishes in or out. We have had dishwashers installed at this height since 1964 in 4 different houses. Our last dishwasher was a GE which worked great for 20 years. The Sears mehanic says the Kenmore won't work until we lower the machine to the floor lever (although the drainage hose loops up as high as the top of the machine inside the cabinet). Before that he told us that we were getting trash into the pump so we installed a $400 filter system with no improvemeny.
