Auto repair - Diagnostic tests

Been going to Ashland Auto Service Center, 61 Homer Ave, Ashland, ma, for several years now for gas and for car inspections.
On Sep 4'08, my car failed emissions test. George Youseff, owner, told me to chech w/him next week to schedule diagnostic tests. I went back and he said he couldn't do the tests and referred me to other places.

I asked him why he would not do the tests and he remained silent not saying a word. He just starred at me. I left.
