Ripoff Unnecessary Diagnostic Test!

I own a Honda Accord 94 and recently had problems with my brake lights. The lights wouldn't turn off evern when the engine off. So I took it to Pepboys, they told me they needed to run a Electrical Diagnostic to see the problem. At first I didn't want to do it, because it would cost me 90 bucks to do the test.

But I did it anyways, because I trusted them, which was a mistake. When they finished with the test they told me they needed to replace the (Brake Pedal Assembly/Manual Trans. Broken) and that they would have to order the part but they never told me how much. They just said we'll know how much when we order it.

So then I decide not to let them fix it and take my car back but was charged 90 bucks for the test. And here's the part that pissed me off. When I got my car back. I called someone else to come take a look at it and he fixed it in under 5 mins. Without having to do any major tests or replace anything and he told me that someone was messing with the wires and it seemed out of place. So all he did was adjust and rewired some wires. And all fixed!!! Pepboy ripped me off. They charge me for unnecessary tests and to replace unecessary parts!
