Ripoff contractor, doesn't do the work

I paid this man to do work on my house. He didn't even do it halfway. He gave me a letter acknowledging this and that he was sorry, he has so many personal problems. I find out later that he was chased down by a customer and asked for a refund since he didn't do the work. He gave her a check for half the amount. And it bounced.

He owes babysitters money all over town— some of these girls are illegal aliens or too young to know their rights, no men in their lives to defend them. He "borrowed" thousands from friends and has never repaid or offered to do work to make up for it.
He preys on single women and the elderly most often. He uses his "poor motherless" grandson to suck people in.
He bills himself especially as a tilesetter or that he does other flooring installation. He steals things like jewelry from his employers. He could make a living the honest way but feels we folks just owe him something for nothing because his life is so hard. He has no conscience& a sociopath. Surface charm. So beware.
