Sears loots money - kenmore ellite fridge

I had done a some shopping at Sears Outlet Milpitas in Nov. The total was around 16$. The representative said the trasaction didnot go through so I swiped my card once again. Tomorrow morning i See I was charged twice. I went to the store they said they cant find that transaction in their system so contact sears accounts department. When I called up the accounts department they said we can not see in store purchases. When I went in store they said we cant do anything as we do not see the transaction.in this entire mess due to no fault of mine I lost my money. Please let me know where can I complain about it as I am very upset and stressed with this behavior from Sears
