Free Windows 7 Upgrade Disk Requires Shipping and Handling Fee

I purchased my pc in Sept and I was told that the upgrade and disk are free. So when I do I get told that I have to pay for shipping and handling of the disk. I am not paying for it because free is free. And they also told us that at the retail store where I got my pc which was at Staples.
