Free Windows 7 Upgrade Not Received and Arvato Line Always Busy

I purchased a HP laptop with commitment that I would get a FREE windows 7 Upgrade. I sent in all the required data
also faxed info twice.
I try to call Arvato everyday, always get a busy signal. Cannot get an answer via internet either.
What's going on? I cannot believe HP would scam the public.
