Never Finishes a Cycle

We also bought a GE WCVH6800J1WW At Home Site March and contains the strange disease of never completing a period and getting caught within the wash cycle frequently resetting itself 23,22, 21.. 23,22, 21 again and again. We've completed anything the troubleshooting manual informed us to to no avail. I've run weight after weight - cleaning 1 set of jeans, 6 sets of jeans, 32 sets of underwear, 79 clothes, 12 tops, 6 towels (you can never get 12 towels for the reason that drum), 1 towel - all using the same outcome. The strain gets caught within the wash cycle. We've no mistake signal with no idea how to proceed. Has anybody had success in detecting and fixing the issue?
