Washer has never worked properly and GE authorized dealer won't repair/replace

Bought the GE design wcvh6800j1ww machine in September from the nearby equipment shop. The machine was shipped and mounted from the folks from the equipment shop. We've been looking to get this machine possibly fixed or changed because the very first time we employed it! No real matter what we do, the machine doesn't spin-out precisely. The spin period will start, then it'll quit, then it'll start again, then it'll stop and commence again, then repeat, repeat, repeat...
