Ripoff unauthorized tow from I-95 accident, now they want me to pay $502.0 and sign over title to my car or get lien put on my husbands license

06/16/04-my husband victim of hit and run accident I-95 SB near Atlantic Blvd. Pompano Beach FL. J & J towing towed his totalled car to their lot, and unauthorized tow. Now they want $502. Paid in cash for the tow, labor storage ect. And then we can sign over the car to them or they will put a lien on my husband's license. We did not authorized them to tow my husbands car from the scene of the accident. The car was not on the highway but sideways on the embankment.
