Tow my mom's vehichle, she has hanidcap plaque on it. Wanted $85.00 to get vehichle back

My mom has a customized handicap parking space given by apartment manager. My mom has a handicap plaque on her rearview mirror thats contant there. Apartment manager did not authorize Southwest Auto Tow to tow my mom's car.
The tow company wanted $ 85.00 to pay the tow driver.
The manage of the apartment complex refused payment due to the fact, she did not give them permission to tow her car. The company refused to bring my mom's car back.
My mom is handicap, she had to find a ride to impound which is located in Dallas. The lady that was working the windows at the impound was very rude to my mom. It's not my mom's fault that tow the wrong car. The company did not apologize for the towing.
