Texas diesel group refusing to give deposit back

In early August i found a diesel truck online on www.TexasDieselGroup.com. I live in NY, but I was willing to travel to TX if I found a truck that I wanted with a better body than NY can offer with our winters. I filled out the financial paperwork and placed a $500 deposit down on the truck to hold it. The deposit was placed through their website using their paypal service. I then pursued financing with a local bank in NY.in the end i was not able to get financing due to my lender refusing to lend for a vehicle that would not be seen personally before purchase. I was in contact with Hanson Hadi at the dealership the entire time and had even worked out a delivery solution if the truck was to be purchased by me. But when the loan didn't go through and I contacted them to return my deposit they said they would mail out a check. Over a week went by and still no check, so I contacted them and they said if I emailed them they could give me a tracking # for the check that was mailed. Needless to say, I emailed them several times and called numerous times. Each time they told me they did not receive any of my emails which were numerous along with the calls. Then came the end of September, now 6 weeks after they took my deposit, they tell me they mailed the check out "3 weeks ago" to the wrong address and I would have to pay them a $25 fee to cancel that check so they could mail out a different one. I did not give them this fee, as I feel they have already taken enough of my money. Now nearing two months in on this ordeal they are still not returning emails and now they are also not taking my calls.

I have pursued action from my bank, which my bank said there is nothing they can do since the payment was made through paypal. I have pursued paypal and they have submitted a letter to him to encourage him to return the deposit, but they were unable to retract the payment. I am unable to pursue small claims due to the inability to travel from NY to TX for court dates and filings.
