Failed State Inspection - Mechanics Lie

When I took my vehicle to Merchant's on Sudley Road in Manassas for a state inspection and oil change I was told it would be about 1 1/2 hours and was asked to leave the car. Upon leaving the car I was contacted nearly 4 hours later and told it would not pass inspection because the car needed front brakes and rotors and was told they were quote "metal to metal". The estimate was $616. We picked up the car took it straight to another shop and found that they were lying and that the brakes were getting low but no damage to the rotors what so ever. The car did not need rotors at all. My question is where did they come up with the outrageous estimate. We went ahead and replaced had both brakes and rotors to save us from any aggravation for under $70 and took it back today and they refused to reinspect the car and said we would have to bring it back another day. What a way to get new customers. We will never go there again and have already taken the car to another shop and had the inspection done and paid full price for it again. So basically we are out $50 for the rotors that we didn't need and another $16 for the inspection from another shop. If you calculate all the wasted time dealing with those ripoffs in the first place we are out and entire day's worth of work to boot. The moral of the story... Never use Merchant's for anything, they will steal you blind.
