Refused return of item after shipping, then told me to re-send and pay shipping fees again

I originally ordered a set of JET pulleys from this company. They were delivered to my address and I decided that I changed my mind about installing them. I contacted Ben Anguiano, through email in which I was later advised by a receptionist there that he is the manager of the company. He replied back with an email on how to return item. I followed exact directions for the return and 2 weeks later after shipping them back to them, I received my item back with "REFUSED" on it.

I emailed Ben back and he stated that I must have left the order # off the shipping label (which I hadn't). I told him that and did not and how the package was addressed the way it should be. I never heard back from him. After 2 days, I called and left a message with Ben at his extension. Still nothing and no returned calls. I continued to call and email him every 2-3 days leaving several messages, none of which were ever returned. It got to the point, I gave up on his voicemail and started speaking to his receptionist. He eventually sent me an email with a different return # but no information on paying and taking responsiblity for the shipping charges. Everytime I would call, I would hear he was in a meeting, out to lunch, out sick, etc.

Finally I get in touch with him today, and he stated their USPS delivery guy is horrible and its all his fault that he didnt even try to deliver the package which I find hard to believe. He stated he would send me a pre-paid shipping label in a few minutes. I never received it and in the meantime, I posted on some forums that I am a member of to let other car enthusiasts to think twice before ordering from them b/c of all the problems I have had.

Mr. Anguiano called me at 9:15PM (4 hours after we spoke) and stated he was not going to send the label now b/c he was upset about my post (which of course I had not recieved anyways). I honestly felt others needed to be aware of his business ethics and how sorry their customer service has been thus far. He had stated before hanging up on me rudely that he'd give a refund but I had to pay for shipping back to him again. I see him keeping parts and not issuing refund. His conduct was very unprofessional.

The only thing I have asked for out of all of this is to accept the fault, and just either re-imburse me for the money spent to ship the item to send it back again, or supply me with a return shipping label. I understand its only $15.20 to ship, but when you have to pay it twice, it now becomes $30.40 because HE made a mistake and refused delivery. I understand the initial return fee is my responsiblity because I decided to not keep the product. But when I pay to send it back once and now I have to pay to send it back again, that is wrong. Now he is upset b/c I have taken it upon myself to warn others of potentially running into problems in dealing with his business and states he's not going to provide a return label now. I honestly feel I could return the pulleys and him not issue a refund.
