Rebate not available for nwt residents

We purchased a new vehicle with the expectation of getting the advertised $3000.00 in the cash for clonkers deal. However, being residents of the NWT, the salesman informed us that we were not eligible. We are Canadian citizens, we pay the same taxes as the rest of thecountry, since when are the 3 Territories not part of Canada?
