Denied insurance claim - insurance claim

On 12/24 I shipped a set of dash bezels from Owosso, Michigan to Burlington, Iowa to be restored. The restorer contacted me and said the bezels were damaged. I filled a claim with UPS (had them insured for $1000) they denied it saying box was not properly packaged. Yet they sent it back to Owosso with no problems. Was told box wasn't damaged but you could see where it had been hit hard on the end. All I wanted was $325 to repalce busted parts. Went to area manager and was denied again. What or how can I take this farther up the chain of command to get this resolved?
