Bill clark, carrol clark over charged me and did not fix problem

I took in my vehicle in for service on thursday morning, (11/12/09) to repair the horn.
(not working properly) later that afternoon i spoke with 'bill" the owner. He stated the horns are bad and needed to be replaced.
I told bill i will get the replacement horns and bring them to him
(not an easy task, since the car is 45 years old!) i picked up the horns in harbor city, ca. And delivered them to bill at 10:30 A.M. Friday morning (11/13/09) he said he would install them and give me a call later.

At appx. 1:30 P.M. Bill called me and said the horns i brought him were also "bad"
i told him they worked fine three (3) hours ago when i tested them myself personally from the shop i bought them at in harbor city, ca..
Bill stated he will try them again and call me.
After hearing this, i drove to his shop, when i arrived both bill and his son were trying to figure out what is going on? They repeatedly kept honking to horn button inside the vehicle with nothing happening. (thats why i took it in) he, (bill) insisted that both the old horns, and the new ones i brought in were bad.

I asked him to run a power source (battery) directly to the horns (like i did earlier that morning, thats how i knew the horns worked fine!)
he kind of shrugged me off, like that wasn't the problem.
So i ran the wires directly myself, and the horns worked fine!
I asked where my old horns were? The son retrieved them, ran the wires directly to them and they also worked fine.
The horns that bill took off, and insisted that were bad, were/are actually louder then the ones i had to drive to harbor cigty, ca. To buy.

Bill said he was "stunned" i was upset because i drove to harbor city to buy new horns for nothing. I stated that if he took the ten (10) seconds to test them like i did, it would have revealed that the horns worked fine, and the problem has to be somewhere else!
Then he went on to say that it may be the horn relay, or it might be this, or might be that. At this point i did not have confidence in bill or his shop, and told him i will be taking the car home.
I asked bill what i owed him, he went into the office and when he came back, he stated i owed him $100.00
i said "for what " the car is the same as when i brought it in. All he did was waste time (mine) bill said the $ 100.00 was for "research" on the car.
I paid him the $ 100.00 and left. I have a reciept for this (repair order# 0026163)
i feel this is an unfair amount, and bill may have been upset because i tested the horns in front of him (something he should have done) and they all worked fine.
Also, at no time did i receive a written estimate about said costs, had i known that he was going to charge me $ 100.00 for nothing, i of coarse would not have gone there.
