Sells dangerous fuses and offers a "refund!?"

I purchased a fuse set from Harbor Freight (92940) just to have some spares a while ago and just recently found out they were recalled due to the fact that the fuses are defective (I have heard that people connected these fuses directly across a battery and they didn't blow!).
So I went to the Harbor Freight retail store where I puchased them, and I only got a 49 cent refund even though I should have gotten a full refund. So I asked for a manager and was offered 20% off a puchase I made that day. I was supposed to get a $5 coupon (as stated on there website), but they were out of them. So I just left because I wasn't in the mood to purchase any more junk from them. So although I was supposed to get a full refund and the $5 coupon, all I got was a lesson.
The only thing I am glad about is I didn't use any of these fuses. I don't understand how we accept so much junk from China when everyone knows its dangerous or doesn't work in the first place. I should have done what I have done in the past and only bought little things like rags, gloves etc at Harbor Freight which is what I will do now.
