Safeway Insurance Company denies claim despite two police citations

My vehicle was involved in an accident in which two vehicles collided in an intersection. The police responded, cited the other driver for failure to yield the right of way and also for failure to be a licensed driver! Safeway Insurance had coverage on the at fault vehicle, but denied paying for any damages based on "their finding".in talking to other insurance agents and adjusters, I find that this is common practice for this company. Something should be done about this kind of system abuse!
