Fails to refund on return

I ordered a new headlight assembly for my car in December. No problems with the delivery (took a couple weeks), but after getting it and checking out the part on my car I realized I ordered the wrong part. Their web site claimed "Easy returns", but there was not a way to activate a return form from my account page on their web site. I used their contact form to send them an email asking how to do this and received no response to three attempts. I found their phone number on another web site (or at least was supposed to be) but there was no answer. So I mailed back the part with delivery confirmation and verified that the part was delivered back to their mailing address. It has been over four weeks and no response, no refund to my paypal account.
