Charged for unauthorized work after towing!

My car became disabled on a major highway and State Police came and called a local towing company (Art Taylor's Garage) - the towing bill was originally $100 but the next day they told me it was $125. I had opted to have my car towed back to my town to someone who has always worked on my car and he agreed to go get the car for me. I called Art Taylor's Garage and they confirmed it would be $125 to pick it up. When the time came to pick it up they charged $175. To release my car! I called them and they claimed it was for taxes and labor... LABOR FOR WHAT? I did not authorize anything to be done - still they would not give the key to my car without payment. I have reported them to BBB and am taking legal action - this is a complete ripoff and I want my money back!!
