UPS has turned me to a collection agency, wanting to be paid for a package that never left the city

I shipped a package to Mexico from Berkeley. Yet, I was told they couldn’t take it, because I was missing customs forms. I got it back and it sits in the garage. But now, I find that UPS has turned me to a collection agency, wanting to be paid for a package that never left the city — let alone made it to Mexico and back. I even offered to pay for the cost of taking it to the depot and returning it to me, after all, they did that much. But no, they want $384, the cost of International to Mexico. UPS tracking says it never left the depot and was returned. San pablo, ca, us12/20 8:00 P.M. THE COMMERCIAL INVOICE IS MISSING AND IS REQUIRED FOR EXPORT / RETURNED TO SHIPPERNeedless to say, UPS seems more bent on collecting money for services not rendered, than listening to a customer. I have to give them a BOOOO, since I never even got a call from UPS about this at all, only a call from a collector. Tim
