Courier Refused to Hand Over Package After Taxes Were Paid

This is the second package in two weeks that FedEx has messed up. The first package they would not leave after it was paid for, even though it was signed for to be left.
To fix this, I phoned them to pay taxes on it as soon as it left the states. Yesterday the courier would not give me the package I paid for because he had no record of the payment I made 48 hours earlier. He promised to bring it back the next day and leave it once it was all cleared up, but he claimed that I was not home and that the package is at the station for pickup.
On top of all this, FedEx call center employees keep telling me that they will call me back after it is clarified, but they never do.
