Bumper Claim Paid Three Months Later, My Premium Went Up

The Allstate claims department paid out the other auto for an accident that was on 9/1/07, for which the pictures and police said there were no damages noticed. Three months later, on 1/24/08, the claims department of Allstate finally looked at the car and believed that the bumper assembly was a little off, and awarded the claimant 1,400 hundred dollars.

I believe that because three months had already passed, Allstate claims should not have given that amount without notifying me, the insured. The result is that my premium went up because of this claims man not doing his job right. I am now being ripped off by my insurance company, and I am having a hard time finding a better insurance premium.
