Took money for parts and has not fix the vehicle, has the vehicle for over two months, needed cluch, has transmission out of the vehicle

Filed a cvil action, waiting for court date, this person has several cvil actions agains him for the same actions its a pattern of deceptive trade practices, but the city is powerless to do anything, i will evencialy get my vehicle, but in what condition? Others have been able to get there vehicles back, but with parts missing, please help, what else can i do? This person is doing this to the elderly, people like my self who can not deffend themself agains a young man.
