Victoria Tire Products and Service are Terrible!

Victoria Tire is the absolute worst buying experience I have ever had. I purchased 4 chrome wheels and tires for my Audi in and after my initial installation the car made a rubbing sound and I found out that the lugs they sent were the wrong size. After I went to an Audi dealer to fix this problem and actually shorten the lugs, I had a constant vibration. The Audi dealer could not correct this problem even though they did a re-balance. I called Victoria Tire after that and was told to get a road force balance report to find out what the vibration problem was. I did exactly what they said and faxed the report to them which showed 1 bad wheel and 1 bad tire. Quincy, from Victoria tire explicitly stated they would reimburse me for the Audi repair and road force balance, and they would send me a new rim and tire. I called Victoria Tire over 5 times in the next two months to get a status on this promise, and was told multiple times that the tire and rim are on their way, I would get an email confirmation (never got one), included would be my reimbursement, and on one occasion they even gave me a confirmation number that was incorrect! After approximately 3 months, I finally received a rim but no tire! Once again I called Victoria tire 3 times, and was told by Quincy (on the latest call) it is on its way with the reimbursement check. After this discussion I sent an email to Quincy indicating that if I did not get anything a week after this last promise, I would contact BBB. Once again I did a follow-up, and they explicitly said that since I was going to contact the BBB, they changed their mind and I need to send my bad tire and rim to them for a replacement. That means I have to put snow tires back on my car, pay for shipping their bad product, and perhaps wait another 3 months for a non-guaranteed replacement. To add to the Victoria Tire experience, my daughter bought 4 rims and tires for her Mitsubishi last year, in which she used for approx. 3 months before putting on her snow tires. As I replaced these rims in the summer, I noticed all 4 rims had paint peeling off, and also had a vibration in the car. Once again I went through the same road force balance exercise per Quincy's request, and the report indicated there was 1 bad tire (all rims were OK). I emailed pictures, per Quincy's request, and was told by Quincy to send all 4 in the winter months and they would make it right and replace the one tire. What are my odds this will happen? These people are fine on the phone as they tell you what you want to hear, but they lie to their customers, do not honor their promises or warranty, do not reply to emails, and are absolutely the worst company I ever dealt with! Also try calling their number, the odds you will be put on hold for 5-15 minutes..
